SAILING INSTRUCTIONS
Open Class Championship Soling Class

under the auspices of the Royal Netherlands Watersport Association (RNWA)
from 10 June 2017 to 11 June 2017
Location: IJsselmeer near Muiden
1. RULES
1.1 The regatta will be governed by the rules as defined in The Racing Rules of Sailing (RRS, 2017-
2020).
1.2 The ‘Rules for Championships Sailing, Windsurfing and Kiteboarding’ will apply.
1.3. Racing Rules will be changed as mentioned in this sailing instructions ( SI 1.3, 1.4, 4.3, 8.3, 11.5,
12.2, 15, 16.3 up to 16.8, 24)
1.4 Under rule 87 and 86.1(c), rule 42.3(c) for the Soling Class is changed as follows: Except on a
beat to windward, when surfing (rapidly accelerating down the leeward side of a wave) or planing
is possible, the crew may pull the sheet controlling any sail in order to initiate surfing or planing,
but not more than twice for each wave or gust of wind. The pumping of the main sheet directly
from the main sheet boom block is permitted. In addition, pumping of the spinnaker guy is
permitted at all times without restriction. In this part of the Rule “pumping of the spinnaker guy”
means repeatedly trimming and releasing the guy by any means. Moving the body as reasonably
necessary to pump the guy is permitted and shall not be considered to be ooching (see RRS
42.2(c)), nor shall any rolling of the boat caused by such reasonably necessary movements be
considered rocking (see RRs 42.2(b)).
1.5 If there is a conflict between languages the English text will take precedence.
1.6 Every person on board who has its domicile in the Netherlands shall have the required license.
2. NOTICES TO COMPETITORS
Notices to competitors will be posted on the Official Regatta Notice Board located besides the
Racing Office.
3. CHANGE TO SAILING INSTRUCTIONS
Any change to the sailing instructions will be posted before 09:30 hrs on the day it will take effect,
except that any change to the schedule of races will be posted by 20:00 hrs on the day before it
will take effect.

4. SIGNALS MADE ASHORE
4.1 Signals made ashore will be displayed from the flagpole at the marina, close to the Pampusbar.
4.2 When flag AP is displayed ashore, ‘1 minute’ is replaced with ‘not less than 60 minutes’ in
the race signal AP.
4.3 When flag Y is displayed ashore, rule 40 RRS applies at all times while afloat. This changes
the Part 4 RRS preamble
5. SCHEDULE OF RACES
5.1 Dates of racing, number of races:

5.2 The scheduled time of the warning signal for the first race each day:

6 Meter Class 11:15 hrs
Races on the same day will be started a.s.a.p. after the preceding race is ended.
5.3 On the last day of the regatta no warning signal will be made after 15:15 hrs for the Dragon and
6mR and after 15:45hrs for the Soling.
6. CLASS FLAGS

7. RACING AREAS
The racing area will be in the vicinity of the Isle Pampus and will be indicated on the Official
Regatta Notice Board located besides the Racing Office.
8. THE COURSES
8.1 The Course diagram in Attachment A shows the Course and the order in which marks are to be
passed. On the first leg mark 3 and mark 3A should be regarded as obstructions. Marks 1, 2 and
3 shall be left to port.
8.2 The approximate distance from the midpoint of the starting line to mark 1 will be 0.8 – 1.5 Nm.
The length of next legs may vary, signaled by Rule 33. Mark 2 will be laid approximately 100
meters at an angle of approximately 70 degrees to the wind from mark 1.

8.3 The length of the course will be set to meet a Target Time of 60 - 90 minutes for the first boat in
each race. Failure to meet this target time will not be grounds for redress. This changes Rule
62.1(a).
8.4 At mark 3 there can be two buoys (3 and 3A) constituting a gate. When there is a gate, boats
shall sail between the gate marks from the direction of the previous mark and round either gate
mark.
8.5 The approximate compass bearing from the starting line to mark 1 will be displayed from the
Race Committee Signal Boat, no later than the warning signal.
8.6 The course shall not be shortened before the second windward leg to mark 1 has been
completed.
9. MARKS
9.1 Marks 1, 3 and 3A will be inflated, cylindrical yellow buoys. Mark 2 will be an inflated yellow
fender.
9.2 New marks, according to rule 12, will be inflated, red cylindrical buoys. Mark 2 will stay a yellow
fender.
9.3 The starting marks will be the Race Committee signal boat at the starboard end, flying a KNZ&RV
flag, and a Dan buoy flying an orange flag at the port end (ODM). Mark ILM will be a Dan buoy
flying a green flag.
9.4 The finishing marks will be the Race Committee finish boat at the starboard end and mark 1 at
the port end, seen from the direction of the last mark.
10. RESERVE
11. THE START
11.1 Races will be started by using rule 26, with the warning signal made 5 minutes before the starting
signal.
11.2 The starting line will be between staffs displaying orange flags on the starting marks.
11.3 Near the inner starboard-end of the starting line a limiting mark (ILM) will be laid, which shall be
left to starboard when starting.
11.4 For the use of rule 30.1 the extensions of the starting line are the extensions outside the Race
Committee signal boat and the port mark (ODM).
11.5 A boat starting later than 5 minutes after her starting signal will be scored Did Not Start. This
changes rule A4 and A5
12. CHANGE OF THE NEXT LEG OF THE COURSE
12.1 To change the next leg of the course, the Race Committee will lay a new mark (or move the
finishing line) and remove the original mark as soon as practicable. When in a subsequent
change a new mark is replaced, it will be replaced by an original mark. The change will be
signalled before the leading boat has begun the leg, although the mark may not yet be in position.

13. THE FINISH
The finishing line will be between a orange flag on a Race Committee finish boat and mark 1

15. TIME LIMITS
The time limit for the first boat in a race to finish is 2 hours. Boats failing to finish within 20
minutes after the first boat sails the course and finishes will be scored Did Not Finish without a
hearing. This changes rules 35, A4 and A5 RRS. If the first boat fails to round mark 1 within 45
minutes of the start the race will be abandoned and re-sailed as soon as possible.
16. PROTESTS AND REQUESTS FOR REDRESS
16.1 Protests shall be on a written form available from the Regatta Office and lodged there within 75
minutes after the last boat has finished the last race of the day, or, in the event the last race is
abandoned, within 75 minutes after the abandonment signal is displayed.
16.2 Notices will be posted within 20 minutes of the protest time limit to inform competitors of hearings
in which they are parties or named as witnesses. Hearings will be held in the jury room, located at
the Regatta Office.
16.3 Notices of protests by the race committee or protest committee will be posted to inform boats
under rule 61.1(b) RRS.
16.4 Breaches of instructions 8.2, 8.3, 18, 23, 24, 25, 27 and attachment B will not be grounds for a
protest or a redress by a boat. This changes rule 60.1(a) RRS. Penalties for these breaches may
be less than disqualification if the protest committee so decides.
16.5 On the last day of the regatta a request for reopening a hearing shall be delivered
(a) within the protest time limit if the party requesting reopening was informed of the decision
on the previous day;
(b) no later than 20 minutes after the party requesting reopening was informed of the
decision on that day.
This changes rule 66 RRS.
16.6 On the last scheduled day of racing a request for redress from a protest committee decision shall
be delivered no later than 20 minutes after the decision was posted. This changes rule 62.2 RRS.
16.7 A request for a decision in writing has to be delivered within one hour after the decision is given
verbally. This changes rule 65.2 RRS.
16.8 A request for correction of an error in the published results has to be delivered within the protest
time limit of the last scheduled day of racing or within 60 minutes after posting of the results, if
this is later. When the request is not granted, the protest time limit is 30 minutes after the boat is
informed that the request is not granted. This changes rule 62.2 RRS.
17. SCORING
17.1 Four races are required to be completed to constitute a series.
17.2 (a) When fewer than 5 races have been completed, a boat’s series score will be the total of
her race scores.
(b) When 5 or 6 races have been completed, a boat’s series score will be the total of her
race scores excluding her worst score.

18. SAFETY REGULATIONS
A boat that retires from a race shall notify the race committee as soon as possible.
19. REPLACEMENT OF CREW OR EQUIPMENT
Substitution of competitors will not be allowed without prior written approval of the race
committee. Replacement of the responsible person is not allowed.
20. EQUIPMENT AND MEASUREMENT CHECKS
A boat or equipment may be inspected at any time for compliance with the class rules and sailing
instructions. On the water, a boat can be instructed by the race committee or a measurer to
proceed immediately to a designated area for inspection.
21. RESERVE
22. OFFICIAL BOATS
The Race Committee Boats will be identified through the display of a flag marked “RC”.
23. SUPPORT BOATS
Team leaders, coaches and other support personnel shall stay outside areas where boats are
racing from the time of the preparatory signal for the first class to start until all boats have finished
or retired or the race committee signals a postponement, general recall or abandonment. A boat
whose support boat fails to comply with this restriction will be penalized at the discretion of the
jury.
24. TRASH DISPOSAL
Trash may be placed aboard support and race committee boats. A penalty for breaking rule 55
RRS may be less than disqualification if the protest committee so decides. This changes rule
64.1 RRS.
25. HAUL-OUT RESTRICTIONS
Keel boats shall not be hauled out during the regatta except with and according to the terms of
prior written permission of the race committee.
26. DIVING EQUIPMENT AND PLASTIC POOLS
Underwater breathing apparatus and plastic pools or their equivalent shall not be used around
keelboats between the preparatory signal of the first race and the end of the regatta.
27. RADIO COMMUNICATION
Except in an emergency neither a boat nor her crew shall neither make radio transmissions while
racing nor receive radio communications not available to all boats. This restriction also applies to
VHF, mobile telephones and GPS devices. Mobile phones must be completed shut down while
racing. GPS devices are not allowed on board.
VHF will only be used for safety communication (channel 72).

28. PRIZES
Helmsman and crew of the winning boat of the championship acquire the title "Class Champion".
The responsible person of the winning boat acquires the Red Pennant of the RNWA.
With 8 or more entries there are prizes for the first three competitors. When there are less as 8
entries, there will be two prizes.
29. DISCLAIMER OF LIABILITY
Competitors participate in the regatta entirely at their own risk. See rule 4 RRS, Decision to Race.
The organizing authority will not accept any liability for material damage or personal injury or
death sustained in conjunction with or prior to, during, or after the regatta.
30. INSURANCE
Each participating boat shall be insured with valid third-party liability insurance with a minimum
cover of Euro 1.500.000 per event or the equivalent.

Warning Signal
1. The warning signal should not be made if the wind speed is below 5 knots or above 28 knots for a
period of at least 5 minutes before the warning signal.
2. The warning signal should not be made if wind speeds above 28 knots are expected or have been
forecast for the racing area during the time of the race.
Abandoning Races
1. A race should be abandoned if the wind speed drops below 2 knots in a substantial part of the racing
area for a period of 5 minutes or more.
2. A race should be abandoned once the sustained wind speed reaches or exceeds 34 knots at any
time before the first boat has crossed the finishing line.
3. A race should be abandoned if a wind shift of more than 25 degrees occurs before the first boat
arrives at the first windward mark.
4. A race should be abandoned if it is thought that less than 30% of the Fleet will finish within the time limit.
